Detained ten times: The State Tax Service of Ukraine (GTS) has named the number of illegal exit attempts.

Each of those detained receives an administrative penalty: the court determines the fine after drawing up a report. However, this does not deter violators.

Since the beginning of 2025, Ukrainian border guards have prevented over 13,000 illegal border crossing attempts. This was announced by Andriy Demchenko, a representative of the State Border Service of Ukraine, during a television appearance on Sunday, August 24.

He noted that each detained violator is subject to administrative liability, with the court determining the fine based on the report. The organizers and accomplices of such schemes, in turn, face criminal liability. However, administrative measures are not always effective, as some citizens are detained repeatedly—sometimes multiple times, from three to ten or more.

The government is known to be working on amendments to current legislation to strengthen oversight. Among the proposed changes are transferring cases of illegal departure of military personnel to the exclusive jurisdiction of border guards, establishing criminal liability for violating border crossing procedures, damaging border infrastructure, or attempting to leave the country outside official checkpoints during martial law.
